This research is part of the development of assessment for learning based on Higher Order Thinking Skills (HOTS) in Senior High Schools (SMA). The purpose of the research at this stage is to analyze the content validity of assessment for learning based on HOTS. Assessment for learning was developed in an essay format based on the results of the synthesis of the sub-dimensional Bloom's Taxonomy, Marzano's Taxonomy, and SOLO's Taxonomy. The results of the sub-dimensional synthesis produced 11 item indicators based on the SOLO Taxonomy. The HOTS-based assessment for learning was validated by 9 experts qualitatively including: 1) the suitability of the items with the SOLO Taxonomy sub-dimensions, 2) the suitability of the items with indicators, 3) the suitability of the main items, 4) the language used, 5) the functioning of the image, tables, and graphs in the items, and 6) the functioning of the rubric. Qualitative data was collected and then analyzed quantitatively with Aiken'V content validation. Based on the results of Aiken'V content validation from 11 valid items, it can be concluded that the assessment for learning based on HOTS is valid based on content. © 2023 Author(s).
