The integration of renewable energy in educational institutions is pivotal for advancing sustainable development goals. This study presents a comprehensive techno-economic assessment of a 5.46 kWp off-grid rooftop photovoltaic (PV) system designed for a physics instrumentation laboratory at Universitas Negeri Jakarta, Indonesia. The primary objective was to evaluate the system's viability in meeting the laboratory's specific energy demand of 20.616 kWh/day (7.422 MWh/year) while assessing its financial feasibility under Indonesia's subsidized electricity tariff structure. Using PVSyst software and meteorological data, the performance of a system comprising 12 monocrystalline modules (455 Wp each) and a 5 kW standalone inverter was simulated. The technical simulation reveals a robust annual energy production of 7.876 MWh, with an excellent specific production of 1,443 kWh/kWp/year and a Performance Ratio (PR) of 71.42%. The system achieves a solar fraction of 90.8%, demonstrating its capability to cover nearly 100% of the laboratory's annual electricity needs and mitigate approximately 6.0 tons of CO2 emissions annually. However, the financial analysis highlights a significant barrier: with a Levelized Cost of Electricity (LCOE) of IDR 1,468/kWh, the project yields a long payback period of 17 years and a low Return on Investment (ROI) of 9.1% over a 20-year lifetime. This study concludes that while the PV system is technically viable and environmentally beneficial, its economic attractiveness is severely hampered by subsidized electricity tariffs for educational institutions. © Published under licence by IOP Publishing Ltd.
